제4회 조달의 날… 「기업의 벗, 혁신의 빛, 미래의 별」,"공공조달이 기업혁신과 미래를 이끈다"
 -  혁신제품 전시회, 수요기관 1:1상담회, 투자설명회 등 전방위 혁신기업 성장지원 행사 개최
 - 국제조달 워크숍, 수출 설명회, G-PASS 수여식 등 해외판로 개척에도 적극 나서
 - 공공조달 유공자 및 단체에게 대통령 표창 등 108점 수여

 '제4회 조달의 날'을 맞이하여 「중소·벤처·혁신 기업의 벗」으로서, 기업혁신과 미래를 이끌기 위한 공공조달의 비전과 역할에 뜻을 모으고, 각오를 새롭게 다진다.

 조달청(청장 임기근)은 9월 26일(목)부터 27일(금)까지 이틀간 aT센터(서울 양재동, 제2전시장)에서 '기업의 벗, 혁신의 빛, 미래의 별'을 주제로 「제4회 조달의 날」 행사를 개최한다.

 '조달의 날(매년 9월 30일)'은 공공조달의 중요성에 대한 사회적 인식과 관심을 증대시키고 발전을 도모하기 위해 「조달사업법」에 따라 2020년에 지정된 법정 기념일이다.

  * 「조달사업에 관한 법률」 제8조 신설('20. 3.31), 나라장터 개통일('02. 9.30)을 '조달의 날'로 지정

 이날 개막행사에는 전직 조달청장, 경제단체 관계자들과 해외 조달기관 관계자 등 100여 명이 참석할 예정이다.

 동시 행사로 80여 개의 혁신적인 제품들을 선보이는 신성장제품 전시회도 개최되어 우수한 기술력과 공공서비스 개선의 성과를 선보인다.

 특히, 전시회에서는 범정부 협업을 통해 진행된 ODA(코이카) 및 기술마켓(기재부·도로공사) 제품을 직접 만나볼 수 있고 기업은행, 디캠프 등 정책금융기관과의 기업설명회(IR)에서 투자에 성공한 스타트업의 제품도 전시되어 눈길을 끈다.

 혁신제품들의 판로를 개척하고 수출을 지원하기 위한 다양한 행사들도 준비되었다. 수요기관 1:1 상담회, 혁신제품 시범구매제도 및 수출 코디네이팅 사업 설명회, 투자설명회 등을 통해 공공구매를 통한 판로를 지원한다.

 이와 함께, 공공조달 발전에 기여한 공공기관, 기업 등 유공자와 단체에 대통령 표창 등 108점*의 포상을 수여한다. 초중고생들을 대상으로 한 혁신 수요 아이디어 공모전 당선자도 함께 시상한다.

 '혁신제품 공공조달 경진대회'에서는 7개 공공기관과 8개 혁신기업들이 혁신제품을 통한 공공서비스 개선 사례 발표한다.

 '스타트업의 성장사다리 지원'을 위해 조달시장 밖에 있는 혁신제품 발굴을 위해 민간이 주도하고 국민이 참여하여 혁신제품을 지정하는 '스카우터 데모데이', 혁신기업의 투자 지원을 위한 IBK창공과 기업 투자설명회 등도 열린다.

 '세계로 나가는 K-조달'을 주제로 우즈베키스탄 등 14개국 조달 담당자가 참석하는 국제 조달 워크숍과 나라장터 도입국 초청 연수를 개최하여 한국의 조달분야 글로벌 리더십을 강화한다. G-PASS 기업* 수여식 및 관련 사업 안내 등 조달 기업의 해외조달시장 진출을 위한 행사도 다양하게 펼쳐진다.

 최상목 부총리 겸 기획재정부장관은 영상 축사를 통해 "우리나라 공공조달 규모는 국내총생산(GDP)의 9.3%에 달하는 거대한 시장으로 성장했다"면서, "전략적인 공공조달을 통해 혁신기업 육성, 환경과 사회적 약자보호, 공급망 대응 등을 적극 지원하겠다."라고 밝혔다.

 송언석 국회 기재위원장은 "공공조달이 지역사회 발전과 국가 경제의 든든한 조력자로 자리매김하도록 관심과 지원을 아끼지 않겠다."고 영상으로 축사를 전했다.

 임기근 조달청장은 "제4회 조달의 날을 맞아 조달정책의 주인은 끊임없이 기술개발을 위해 노력하는 기업들이라는 의미를 되새긴다"며, "공공조달이 '기업의 벗'이 되어 현장의 목소리를 반영하여 규제를 혁파하고, 범부처 협업을 통해 성장을 적극적으로 돕겠다"라고 강조했다.

 또한, "우리기업들의 혁신의지와 정부의 지원이 어우러져, 혁신의 빛이 점점 성장하여 글로벌 유니콘으로 도약하는 미래의 별이 될 수 있도록 앞장서겠다"고 밝혔다.

 - PPS is to hold a comprehensive event to support the growth of innovative companies featuring exhibitions of innovative products, 1:1 consultations with user institutions, and an IR session
 -  Actively pursuing overseas market expansion through events such as the International Procurement Workshop, an Export Briefing session, and G-PASS Award ceremony
 - With 108 awards including the Presidential Commendation presented to individuals and organizations with outstanding contributions to public procurement.

The 4th Anniversary of Public Procurement Day is to be a chance to renew the resolve towards the vision and role of public procurement in leading corporate innovation and the future as a Partner to SMEs, Start-ups and Innovative Companies

The event is taking place from September 26 to 27 at the Exhibition Hall II of the aT Center in Yangjae-dong, Seoul, under the theme "A Partner to Businesses, a Light of Innovation and a Star of the Future."

The Public Procurement Day (September 30 each year) is a statutory commemorative day designated in 2020 under the 'Government Procurement Act' to increase social awareness and interest in the importance of public procurement and to promote its progress.
   * Establishment of Article 8 of the 'Government Procurement Act' (March 31, 2020), designating the opening date of the Korea On-line E-Procurement System (September 30, 2002) as 'Public Procurement Day.

More than 100 attendees are expected at the opening ceremony, including former heads of the Public Procurement Service(PPS), representatives from economic organizations, and officials from overseas procurement agencies.

And the New-growth Product Exhibition showcasing over 80 government-designated innovative products will be held concurrently, highlighting outstanding technological capabilities and achievements in improving public services.

In particular, the exhibition will feature products, including from those ODA-funded(Korea International Cooperation Agency) and the Tech Market (Ministry of Economy and Finance and Korea Expressway Corporation), developed through government-wide collaboration, allowing attendees to experience them firsthand. Additionally, products from successful startups that have secured investments during Investor Relation sessions with policy financial institutions such as Industrial Bank of Korea and D.CAMP will also be on display.

Various events have been organized to facilitate market access both home and abroad for the designated innovative products. These include one-on-one consultations with user institutions, briefings on the demonstration purchase system for the innovative products, export coordination initiatives, and investment presentations, all aimed at supporting market access through public procurement.

In addition, 108 awards, including the Presidential Commendation, will be presented to individuals and organizations such as public institutions and businesses that have contributed to public procurement. On top of that, winners of the innovative idea competition for public demand, aimed at elementary, middle, and high school students, will also be recognized.
   * Presidential Commendations (6 awards), Prime Minister's Commendations (6 awards), Minister of Economy and Finance Commendations (20 awards), Minister of Education Commendations (3 awards), and Administrator of Public Procurement Service Commendations (72 awards).

At the 'Innovative Product Public Procurement Competition,' seven public institutions and eight innovative companies will present cases of improving public services through innovative products.

To support the "Growth Ladder for Startups," PPS will host the "Scouter Demo Day," an initiative where the private sector leads the discovery of inventive products outside the procurement market with public participation for designating genuinely inventive products. Additionally, an IR session with the IBK Changgong will be held in support of innovative companies

Moreover, under the theme 'K-Public Procurement Going Global,' the international procurement workshop and training for KONEPS-adopting nations will be held with procurement officials from 14 countries, including Uzbekistan, to strengthen Korea's global leadership in the governmenr procurement sector. Various events will also take place to support the entry of procurement companies into overseas markets, including a G-PASS award ceremony and briefings on related initiatives.

Deputy Prime Minister and Minister of Economy and Finance Choi Sang-mok stated in a video message, "The scale of public procurement in Korea has grown into a substantial market, accounting for 9.3% of its Gross Domestic Product (GDP). Through strategic public procurement, the government will actively support the nurturing of innovative companies, the protection of vulnerable groups in society and of the environment, and the response to supply chain challenges."

Song Eon-seok, the Chairman of the National Assembly's Strategy and Finance Committee, delivered a video message stating, "We will spare no effort in ensuring that public procurement becomes a strong supporter of regional community development and the national economy."

Lim Ki-keun, Administrator of the Public Procurement Service, stated, "Marking the 4th anniversary of Public Procurement Day, I would reaffirm that the true owners of procurement policies are the businesses that continuously strive for technological development. Public procurement will actively beef up their growth through collaboration."

He also stated, "PPS will take the lead in ensuring that the innovative spirit of our companies, combined with government support, grows into a shining light of innovation that can elevate them to become global unicorns–stars of the future."
